Version compatibility

Ensure every client is compatible with the current server API.

• Client sends X‑App‑Version, X‑App‑Build‑Time, X‑App‑Platform
• Server responds with X‑Current‑App‑Version and X‑Min‑App‑Version
• Requests from out‑of‑date clients may be rejected with HTTP 426
